NRatings is a freeware application, which allows users to semi-automatically update the driver ratings in the .car files. You can use average ratings for the entire season, average ratings of last 3 races on one track or even ratings based on a single race.

WinMip2 can open NR2003 .car files outside the game. It can be used to change driver name, car number, car_make (for example Chevy->Ford), to import paint-schemes into .car file, to compress the pitcrews for better performance, etc.
Also, you can unpack all .dat files from the game.
